Reminder to Register with FederalReporting.gov and
Prepare your report on Recovery Act funding

If your tribe or tribal organization has been given an award of $25,000 or more under the Recovery Act, you must enroll in the reporting process mandated by the Recovery Act by registering with FederalReporting.govRegistration closes September 30th
 
Between 150,000 and 200,000 Recovery Act grant recipients are expected to file their required spending reports. Recipients are strongly encouraged to register and report early. The Recovery Act requires recipients to submit spending reports beginning on October 1st and by October 10th
 
Information to be contained in the report includes:
    • who is receiving Recovery Act dollars,
    • the amount awarded,
    • the amount expended since the enactment of the Recovery Act (2/17/09),
    • description of the projects or activities being funded and their completion status,
    • estimates of project job creation and job retention impact, and
    • details on sub-awards and other payments. 
The federal agencies will then review the information submitted by recipients in their report, and offer suggested corrections, if necessary, before the recipient reports are posted on www.Recovery.gov at the beginning of November.
 
A help desk, which recipients can call with questions about the FederalReporting.gov registration and Recovery Act reporting requirements, is open from 7:00 a.m. to 9:00 p.m. Eastern Time. The help desk toll-free number is 877/508-7386.

During the week of July 20th, the Office of Management and Budget (OMB) and the Recovery, Accountability and Transparency Board conducted a series of webinars to provide information about the reports that recipients of funds awarded under the Recovery Act must file beginning on October 10th. The webinars were designed to train federal agencies and recipients of Recovery Act funding on how to comply with their reporting responsibilities under the Act. The webinars presented a great deal of very helpful information to tribal governments, tribal organizations and other tribal entities that have been awarded Recovery Act funding, such as the following:

  • Section 1512 of the Recovery Act requires that recipients of funds awarded under the Act must submit separate quarterly reports via www.FederalReporting.gov beginning on October 10th.
  • Registration at www.FederalReporting.gov will open on August 17th. Recipients will enroll in the Central Contractor Registration and obtain a DUNS number. Because this enrollment takes several days, recipients are encouraged to register soon after August 17th.
  • Information to be contained in the report includes:
    • who is receiving Recovery Act dollars,
    • the amount awarded,
    • the amount expended since the enactment of the Recovery Act (2/17/09),
    • description of the projects or activities being funded and their completion status,
    • estimates of project job creation (reported both numerically, using a standard calculation adding the total hours worked by all employees in the quarter, divided by the total hours in a full-time schedule, and in a narrative) and job retention impact, and
    • details on sub-awards and other payments.
  • There are different reporting requirements for
    • prime recipients (e.g., Recovery funds given directly to tribal government),
    • sub-recipients (e.g., Recovery funds to state, then to tribe),
    • vendors, and
    • sub-recipient vendors.
  • Recipient reporting begins on October 10, 2009, with subsequent quarterly reports due 10 days after the end of each calendar quarter. Data may be entered in any of three ways:
    • keyed in on www.FederalReporting.gov;
    • entered into an MS Excel spreadsheet template that can be downloaded and submitted; or
    • through a link interface with another system.
  • Note: Please ensure sub-recipients and vendors report early to meet the reporting deadline and requirements of the prime recipient.
  • Then, prime recipients will have a specific period of time (10 days) to review and ask for corrections to be made on data submitted by sub-recipients and vendors prior to its review by the federal agency.
  • Non-compliance with section 1512 reporting requirements could be treated as a violation of the funding award agreement.
  • OMB will have help desk personnel available to help with the submission of reporting information to www.FederalReporting.gov.
  • The information provided in the recipient reports will be available to the public through posting on www.Recovery.gov.

Agencies Provide Helpful Information on Recovery Act Reporting Requirements

The Department of Health and Human Services has put on the HHS Recovery Act website some helpful information for funding recipients about reporting requirements under the Act. That information, which includes sample reports for funds under the Child Care and Development Fund and the Community Services Block Grant, among other programs, is available here:

A reminder that tribal contracts and contract addenda are not exempt from the reporting requirements of the Recovery Act. The Recovery Act contract and contract addendum includes a list of reporting responsibilities for tribes or tribal organizations that are awarded Recovery Act funds, and that only apply to Recovery Act-funded activities.
