Stimulus Funding:
NOAA anticipates up to $170 million will be available for coastal and marine habitat restoration.
Eligibility and Type:
The funds will be distributed via competitive grants. Indian tribal governments are eligible. Non-profits, tribal colleges and universities are also eligible. The NOAA solicitation strongly encourages that tribal colleges apply for these funds.
Program Description:
The objective of these funds is to provide Federal financial and technical assistance to “ready to go” projects that meet NOAA’s mission to restore marine and coastal habitats. Restoration for the purposes of this solicitation will be broadly interpreted. “Restoration” includes but is not limited to: activities that contribute to the return of degraded or altered marine, estuarine, coastal and freshwater habitats to a close approximation of their function prior to disturbance. Habitat restoration projects that produce habitat protections from sea level rise, coastal storms and flooding will also be considered.
Funding Guidance and Timelines:
The Notice of Funds Available (NOFA) provides a detailed analysis of the evaluation criteria. NOAA will be using its standard evaluation criteria for these grants.
Applications are due on April 6, 2009.

The scope of projects contemplated for funding under this program is wide. See the solicitation for a list of projects that will be given high priority
Analysis:
There is not a tribal set-aside provision in the Coastal and Marine Habitat Restoration Project grants program but Indian tribal governments and tribal colleges and universities are eligible entities for the grants.
There is not a matching requirement for these funds.
