On December 18, 2009, the Office of Management and Budget (OMB) issued updated Recovery Act guidance which addresses job creation estimates (now to be reported as full time equivalents based on the hours worked on Recovery Act funded projects, regardless of whether hours were worked by a new or retained employee), as well as issues of non-reporting recipients and data quality.  The guidance, which applies to the January recipient reporting period currently underway, is available here:
