Registration Begins on FederalReporting.Gov
As you know, the American Recovery and Reinvestment Act appropriated nearly $3 billion through various federal programs to Indian and Alaska Native tribal governments.
At this point, six months after enactment of the Recovery Act, many federal agency solicitations and notices of funding availability are closed, and funding has been allocated to tribal communities across the country.
If your tribe or tribal organization has been given an award (grant, loan or contract of $25,000 or more), under the Recovery Act, you must enroll in the reporting process mandated by the Recovery Act by registering with www.FederalReporting.gov. Registration opened on August 17th. The Recovery Act requires recipients to submit spending reports beginning on October 1st. Reports must be submitted by October 10th, and are to detail the amount of funding received, amount spent, project scope and timetable, number of jobs created, etc. After October 1st, recipients must submit spending reports to FederalReporting.gov quarterly.
The federal agencies will review the information submitted by recipients in their report, and offer suggested corrections, if necessary.
To assist recipients in reporting on their expenditures of funds received under the Recovery Act, the Recovery Accountability and Transparency Board has posted Office of Management and Budget guidance, registration and reporting guides, and FAQs on the Recovery.gov website. That information is available here:
http://www.recovery.gov/?q=content/recipient-reporting
In addition, some of the 28 federal agencies that have disbursed Recovery Act funds are making reporting information available on their own agency Recovery websites. For example, the Environmental Protection Agency’s supplemental guidance on measuring and reporting job estimates, as required in recipient reports, is available here:
http://www.epa.gov/recovery/supplement.html
The Recovery Board anticipates that between 150,000 and 200,000 Recovery Act recipients will file their spending reports by the October 10th deadline, and encourages recipients to register and report early.
A help desk, which recipients can call with questions about the Recovery Act registration and reporting, is now open from 7:00 a.m. to 9:00 Eastern Time. The help desk toll-free number is 877 508-7386.
