DOE Extends Energy Efficiency and Conservation Block Grant Program Deadline for Recovery Act Applications to August 10th

The Department of Energy (DOE) recently extended the application deadline for applications for tribes to receive Recovery Act funding that is already assigned to every federally recognized tribe under the Energy Efficiency and Conservation Block Grant (EECBG) Program. The new application deadline – including the deadline for applications from tribal governments for more than $54 million in formula grants set aside for Indian tribes – is August 10, 2009.

DOE notes that failure to meet this deadline will result in forfeiture of allocated funds. Currently less than 60% of all tribes have submitted applications for this funding, which is already reserved for every tribe, and awaits tribal applications in order to be received. For a list of the funding allocations provided to each tribe, see

Given the importance of this Recovery Act funding reaching Indian Country and the need for additional tribes to submit their applications to DOE by the August 10th deadline, NCAI will host a webinar on Thursday, July 23rd from 2:00-3:00 pm ET  on the EECBG program. Click here for more information.

(Applications that were submitted by the initial June 25 due date have been forwarded for review and award. The deadline extension will not delay the processing of those applications.)

Second, the Department is aware that some applicants are experiencing difficulties submitting EECBG applications through FedConnect.  In the event that you are unable to upload your application using this system, your first step should be to call FedConnect Support at 1-800-899-6665.  Applications may also now be submitted via email to eecbg@netl.doe.gov.  DOE asks that if you choose to submit your application in this manner, you include the subject line "EECBG Application [Unique Identification Code]." Information on the Unique Identification Code begins on page 14 of the original FOA. Applicants submitting their application via email will receive an email confirmation, letting them know that their application has been received.  

Please note: although you may submit your application via email, there are several one time actions that must still be completed in order to receive your award.

  1. Obtain a Dun and Bradstreet Data Universal Numbering System (DUNS) number at http://www.dnb.com/US/duns_update/. For DUNS Customer Assistance, please call 1-800-234-3867. Please note: If you already have a DUNS number, you do not need to apply for a new one.
     
  2. Register with the Central Contractor Registration (CCR) at http://www.ccr.gov/. For CCR’s Assistance Center, please call 1-888-227-2423. Please note: If you are already registered with CCR, you do not need to reregister - however, CCR does require that registrants update their contact information annually.
     
  3. Register E-Business Point of Contact with FedConnect to submit their application at www.fedconnect.net. For FedConnect Support, please call 1-800-899-6665.

The Department will begin to review your application as it is received; however, we will not be able to award any funds until these three steps are completed. Please contact the call centers provided above if you encounter problems with registration.
