Program Description:
The Indian Guaranteed Loan Program, established under the Indian Financing Act of 1974, as amended, helps Indian people to gain access to capital by guaranteeing and insuring loans from lenders in the private sector to promote economic development for tribes, Native American organizations, and individual American Indians and Alaska Natives through Indian-owned businesses on or near reservations. The program leverages appropriated monies by a ratio of 13 to 1.
General Provisions:
Report language accompanying the Act (Title VII – Interior, Environment and Related Agencies) provides that the additional $10 million will be for construction.
Funding Guidance and Timelines:
Under the final version of the American Recovery and Reinvestment Act, Bureau of Indian Affairs (BIA) accounts will receive a total of $810 million, of which $10 million is for the Indian Guaranteed Loan Program. The BIA is developing an initial spending plan for all of its stimulus funds, which will be submitted for approval by the Secretary of the Interior.
