Eligibility and Type:

State, tribal regional and local governments, or port agencies, as well as school districts and metropolitan planning organizations, with jurisdiction over transportation or air quality; and in some cases non-profit organizations with transportation or air–related missions.

Program Description:

The Act provides funds to achieve significant reductions in diesel emissions from the existing fleet of 11 million diesel engines (locomotives, vessels, freight, transit, school buses, construction equipment, etc.). Funding is in the form of grants. Seventy percent of the available funds will be distributed as competitive grants to eligible entities, including tribal governments. The remaining 30% will be allocated to States for State clean diesel grant programs.

EPA recommends that prospective applicants complete the following steps prior to competition:

  1. Assess diesel fleets and identify eligible vehicles;
  2. Establish eligible partnerships;
  3. Prepare fleet and proposal descriptions;
  4. Evaluate public health benefits, cost effectiveness, and emission reductions of the proposed project(s); and
  5. Review prior National Clean Diesel Campaign competitive announcements.
