Program Description:

This program assists low-income families, families receiving temporary public assistance, and those transitioning from public assistance in obtaining child care so they can work or attend training/education.

Funding Guidance and Timelines:

ACF is scheduling a series of conference calls with grantees to update tribal grantees on the process for accessing funds from the Economic Stimulus package. ACF will be sending out information directly to grantees. For questions, please contact your Child Care Regional Program Managers.

General Provisions:

Subsidized child care services are available to eligible families through certificates (vouchers) or contracts with providers. Parents may select any legally operating child care provider. Child care providers serving children funded by CCDF must meet basic health and safety requirements set by States and Tribes. These requirements must address prevention and control of infectious diseases, including immunizations; building and physical premises safety; and minimum health and safety training.

Analysis:

The CCDF is composed of three funding streams (Mandatory, Matching, and Discretionary). Although all of the CCDF funding streams can generally be used for the same purposes, each stream has some unique fiscal rules and regulations governing its use. At least 70 percent of the Mandatory and Matching funds must be used to meet the child care needs of families who are receiving assistance through programs funded by the TANF block grant, are transitioning from such programs, or are at risk of becoming dependent upon such programs.
