Program Description:

The Native American Housing Block Grant program provides tribes with funds for infrastructure development, including: new construction; acquisition; rehabilitation; and energy efficiency and conservation. In addition, funding can be used to leverage private sector financing for new construction, renovation and energy retrofit investments.

General Provisions:

According to bill language of the American Recovery and Reinvestment Act (in Title XII—Transportation, Housing and Urban Development, and Related Agencies), the Secretary shall obligate funds allocated by formula within 30 days of enactment. Tribal recipients shall give priority to projects for contracts that can be awarded within 180 days from the date of when funds are made available to tribal recipients.  Tribes are requested to 1) obligate 100% of funds within one year of the date on which funds are made available; 2) expend 50% of funds within two years of the date on which funds were made available; and 3) expend 100% within three years of such date.  If a recipient fails to expend funds within two-year expenditure requirement, the Secretary shall recapture all remaining funds and reallocate such funds under the formula to tribes that are compliant with this requirement.  If a recipient fails to comply within the three-year expenditure requirement, the Secretary will recapture the balance of the funds originally awarded to the recipient.
