Program Description:

The Energy Efficiency and Conservation Block Grants (EECBG) are designed to assist tribes, states, cities and counties in implementing energy efficiency and conservation strategies to reduce fossil fuel emissions created as a result of activities within their jurisdictions; reduce total energy use; and improve energy efficiency in the transportation, building, and other appropriate sectors.

There are variety of eligible activities, including the development and/or implementation of: an energy efficiency and conservation strategy; programs to conserve energy used in transportation; building codes and inspection services to promote building energy efficiency; energy distribution technologies; technologies to reduce and capture methane and other greenhouse gases generated by landfills or similar sources; and on-site installation of renewable energy technologies on or in government buildings. Additional eligible activities are building energy efficiency audits and retrofits, financial incentive programs for energy efficiency improvements, and material conservation programs.

The amount of funding for each Tribe will be based on a formula to be published in the Federal Register.

In addition to the $56 million EECBG tribal set-aside funds, tribes are eligible to receive awards on a competitive basis for $400,000,000 made available under the Act. These funding amounts include administrative, training, and technical assistance costs that will reduce available funding for grants by 1-2%.

Funding Guidance and Timelines:

The Department of Energy (DOE) recently extended the application deadline for applications for Recovery Act funding under the Energy Efficiency and Conservation Block Grant (EECBG) program. The new application date – including the deadline for applications from tribal governments for more than $54 million in formula grants set aside for Indian tribes – is August 10th.

DOE notes that failure to meet this deadline will result in forfeiture of allocated funds. NCAI recently learned that only 20-25% of all tribes have submitted applications for this funding, which is already reserved for every tribe, and awaits tribal applications in order to be received. For a list of the funding allocations to tribes, see www.eecbg.energy.gov/TribeAlloc.html

The Department is aware that some applicants are experiencing difficulties submitting EECBG applications through FedConnect.  In the event that you are unable to upload your application using this system, your first step should be to call FedConnect Support at 1-800-899-6665.  Applications may also now be submitted via email to eecbg@netl.doe.gov.  DOE asks that if you choose to submit your application in this manner, you include the subject line "EECBG Application [Unique Identification Code]." Information on the Unique Identification Code begins on page 14 of the original FOA. Applicants submitting their application via email will receive an email confirmation, letting them know that their application has been received.
